Radiance Technologies, a rapidly growing employee-owned company, is seeking a Deputy Program Manager – Guam to support the 5G Communications Fabric (5GCF) Program across the U.S. Indo-Pacific Command (INDOPACOM) Area of Responsibility (AOR).

The Deputy Program Manager – Guam will serve as the primary on-island program representative and will be responsible for the day-to-day management, coordination, and execution of 5GCF activities in Guam. The position will support the Program Lead in managing 5G communications deployments, Operational Test and Evaluation (OT&E), exercises, demonstrations, infrastructure integration, and operationalization efforts.

This position requires significant interaction with government customers, military organizations, technical teams, subcontractors, telecommunications providers, and mission partners. The employee must be capable of operating independently, representing 5GCF program leadership in Guam, and managing multiple concurrent activities in a dynamic operational environment.

Primary Responsibilities

  • Lead day-to-day execution of 5GCF activities in Guam, ensuring technical, operational, logistical, and programmatic activities remain aligned with program objectives, schedules, and government priorities.

  • Serve as the primary on-island interface for the 5GCF Program, representing program leadership during government meetings, planning sessions, site activities, exercises, technical engagements, and mission-partner coordination.

  • Support the Program Lead in managing Guam-related scope, schedule, priorities, deliverables, resources, risks, and execution.

  • Manage and coordinate planning, deployment, integration, testing, sustainment, and operationalization of 5G-enabled communications capabilities, including integration with satellite backhaul, SD-WAN, tactical and enterprise networks, mission systems, and supporting infrastructure.

  • Coordinate personnel, equipment, subcontractors, logistics, transportation, site access, infrastructure, schedules, and resources required to support deployments, exercises, demonstrations, testing events, and operational activities.

  • Lead coordination among government customers, military organizations, technical teams, contractors, local organizations, telecommunications providers, and other mission partners.

  • Manage program schedules, milestones, action items, dependencies, deliverables, equipment requirements, risks, and operational priorities; identify issues and coordinate corrective actions or elevate significant impacts to the Program Lead.

  • Support OT&E activities and track technical and operational performance information, including network coverage, throughput, latency, availability, reliability, user experience, and mission effectiveness.

  • Coordinate integration of user platforms and mission systems operating across 5G-enabled networks, including mobile devices, situational-awareness applications, communications systems, sensors, and other mission technologies.

  • Oversee site and deployment readiness activities, including facility coordination, power, network connectivity, equipment placement, asset accountability, logistics, and supporting infrastructure.

  • Prepare and deliver program status reports, schedules, operational and technical briefings, readiness assessments, presentations, and other information required by program leadership and government customers.

  • Maintain effective communication between Guam activities and geographically distributed 5GCF personnel and support development of SOPs, checklists, lessons learned, processes, and other documentation supporting repeatable program execution.

  • Ensure program, operational, technical, and equipment information is properly maintained and handled in accordance with applicable DoD security, information assurance, and data-management requirements.

  • Support senior-level site visits, exercises, demonstrations, government engagements, and other activities required to accomplish the 5GCF mission throughout Guam and the INDOPACOM AOR.

Required Qualifications

  • U.S. Citizenship required.

  • Active DoD Secret security clearance required. Must maintain a Secret clearance for the duration of employment.

  • Must currently reside in Guam or establish full-time residency in Guam prior to beginning the position and maintain Guam residency for the duration of employment.

  • Must be available to perform duties on-site at Andersen Air Force Base and other locations throughout Guam as mission requirements dictate.

  • Minimum of 10 years of professional experience supporting government, military, defense-contractor, telecommunications, logistics, project/program management, or operational organizations.

  • Demonstrated experience managing or coordinating complex programs, projects, deployments, exercises, or operational activities involving multiple organizations and concurrent priorities.

  • Experience supporting Department of Defense programs, military operations, deployment readiness, exercises, contingency operations, or other mission-driven environments.

  • Experience managing or coordinating personnel, equipment, assets, schedules, logistics, taskings, requirements, deliverables, and operational activities.

  • Demonstrated ability to independently manage day-to-day activities, identify and resolve issues, establish priorities, and represent program leadership with government customers and mission partners.

  • Experience preparing and presenting schedules, reports, metrics, readiness information, briefings, or program status to government customers, program leadership, or senior military/civilian leaders.

  • Strong organizational, problem-solving, written, and verbal communication skills with the ability to operate effectively in high-tempo environments with rapidly changing mission requirements.

Desired Qualifications

  • Prior military leadership experience as an NCO, SNCO, Officer, or equivalent leadership experience in a high-tempo operational environment.

  • Previous experience supporting Andersen Air Force Base, Joint Region Marianas, Guam, or other INDOPACOM locations and familiarity with Guam's military, telecommunications, infrastructure, and logistics environment.

  • Experience with military deployment readiness, contingency operations, training management, logistics, asset management, or exercise support.

  • Knowledge or experience with telecommunications, cellular/5G networks, wireless communications, VoIP, network infrastructure, tactical communications, satellite communications, or SD-WAN.

  • Experience coordinating telecommunications installations, cellular-site activities, infrastructure readiness, equipment deployments, system integration, or technical projects from planning through installation, testing, sustainment, and reporting.

  • Experience supervising personnel, leading multidisciplinary teams, or coordinating subcontractors, vendors, and technical service providers.

  • Experience developing SOPs, checklists, process documentation, lessons learned, or continuous-improvement initiatives.

  • Experience with Microsoft Office and collaborative program-management tools; experience with Microsoft Project and Microsoft SharePoint preferred.

  • Ability to travel CONUS/OCONUS up to 25–50%, including travel to remote and austere locations in support of 5GCF activities throughout the INDOPACOM AOR.
