The Opportunity:
The Lead Scrum Master is responsible for the general oversight and overall execution of software development and maintenance utilizing Agile methodologies. This role ensures the delivery of software to meet targeted outcomes and satisfy the Performance Work Statement (PWS) requirements. The Lead Scrum Master will facilitate Agile processes and events such as Scrum, Sprint Planning, Sprint Review/Demo, Backlog Grooming, and Retrospective. They will lead process execution and refinement of Agile methodologies, collaborate with cross-functional teams to ensure alignment with project goals and timelines, and ensure the delivery of software to meet targeted outcomes and satisfy PWS requirements. This position supports the program that aims to obtain all the technical expertise and support required to fully develop, implement, sustain, and improve mission critical Agency functions and key capabilities developed and sustained by the agency for Maritime Content Dissemination and Intelligence Product Dissemination .
Responsibilities:
- Facilitate Agile processes and events such as Scrum, Sprint Planning, Sprint Review/Demo, Backlog Grooming, and Retrospective .
- Ensure the delivery of software to meet targeted outcomes and satisfy PWS requirements.
- Lead process execution and refinement of Agile methodologies.
- Collaborate with cross-functional teams to ensure alignment with project goals and timelines.
Required Qualifications:
- Required Education: Minimum of Bachelor's Degree in Computer Science, Information Systems, Engineering, or other related technical or scientific discipline.
- Required Experience: Minimum of seven (7) years of software development, application development, and/or dev/sec/ops pipelines. Proficient in a cloud environment.
Desired Qualifications:
- Certification: Certified Scrum Master (CSM), Certified Scrum Professional (CSP), or Project Management Institute (PMI) Agile Certified Practitioner (PMI-ACP). Equivalent SAFE certifications can be substituted.
- 10 years of hands-on experience in developing, implementing, and leading software programs and utilizing dev/sec/ops pipelines, or equivalent experience.
Additional Requirements:
Employment depends on government approval. This is a key personnel position required by the program PWS. Per the PWS, the contractor must ensure the designated individual meets and maintains the specified qualifications throughout the contract.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
