The Opportunity:
A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, user experience and compliance, with implementation for the full customer base targeted within eighteen months.
This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover through hypercare. In this role you will analyze the legacy mainframe payroll applications and data structures, and document the business rules, data definitions and interfaces required by the conversion, integration and functional teams.
Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires.
Responsibilities:
Perform application and data analysis of legacy mainframe payroll systems
Analyze COBOL programs, copybooks and file structures to document system behavior and data definitions
Document business rules and processing logic implemented in legacy applications
Analyze reference table data and its effect on payroll processing
Develop data extracts from legacy data sources
Identify active versus obsolete programs, data structures and interfaces
Prepare technical documentation for the conversion, integration and functional teams
Support the conversion and interface teams as the legacy source subject matter expert
Qualifications:
Required:
- Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
All work is performed from within the United States and its territories, from a work location approved in advance by the customer
Bachelor's degree and 7 years of relevant experience. Additional experience may be substituted for degree.
7 or more years analyzing legacy mainframe systems, including reading COBOL that implements business rules and establishing program behavior where documentation is absent or wrong
Experience with copybook and record-structure analysis — fixed-width and positional data, PIC clauses, implied decimals, and filler accounted for explicitly
Experience extracting data from a non-relational source — CA IDMS, IMS, Datacom, Adabas or VSAM, or another network, CODASYL or hierarchical database
Ability to write extraction programs against a legacy source rather than relying on delivered utilities
Demonstrated experience producing documentation of legacy system behavior as the deliverable
Desired:
Prior experience at a federal payroll shared service provider, or on a federal payroll or HR mainframe system
Federal pay and personnel data familiarity — pay plans, personnel action processing, retirement and benefits coding
JCL, DB2, CICS or Assembler, and prior work on delivered mainframe modernization or system replacement
Experience supporting data conversion or interface team as the source-side authority

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
