Overview

The Safety Specialist evaluates and ensures that all incidents involving City vehicles, equipment, and employees are reviewed, evaluated, and classified in accordance with Administrative Directive 3-3 Driver and Equipment Safety Programs.

Essential Functions

1 Reviews and determines classification and preventability of vehicle and equipment incidents in accordance with Administrative Directive 3-3 Driver and Equipment Safety Program; evaluates and checks all submitted documentation for completeness and accuracy.

2 Presents recommendation of classification of incidents to the Incident Review Committee and sends notifications of final Incident Review Committee decisions to employees and Departments; presents information to appeals board when needed.

3 Responsible and accountable for ensuring compliance with Incident Review Committee procedures and Administrative Directive 3-3 Driver and Equipment Safety Program.

4 Tracks and monitors Department compliance with Administrative Directive 3.3 Driver and Equipment Safety Program Minimum Disciplinary Action Table.

5 Identifies the root cause of vehicle and equipment incidents and ensures that unsafe acts and conditions are addressed through corrective actions.

6 Reviews monthly performance reports with management.

7 Works with ORM Liability Division and City Attorney’s Office on cases as required and may act as an expert witness as needed.

8 Consults with and provides information and assistance to emergency personnel, citizens, city employees, department supervisors and managers, and other individuals as needed.

9 Provides training and updates to supervisors on compliance measures with post-testing requirements for any vehicle or equipment outlined in AD 3-49 Drug and Alcohol Testing of Applicants and Employees.

10 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of traffic laws, City Personnel Rules, Standard Operating Procedures (SOP) for Dallas Police and Dallas Fire & Rescue Departments, Texas Code, Driver Safety Administrative Directives (3-3 Driver & Equipment Safety Program & 3-49 Drug and Alcohol Testing of Applicants and Employees), International Organization for Standardization (ISO), City Safety Program, etc.

2 Knowledge of motor vehicle law enforcement, traffic direction, interviewing, report writing and presenting court testimony.

3 Knowledge of principles, practices, and methods of accident investigation.

4 Knowledge of field investigation and accident reconstruction.

5 Ability to develop administrative, technical and investigative skills.

6 Ability to prepare clear and concise reports.

7 Ability to deal courteously and effectively with the public in all situations.

8 Ability to remain calm under stressful conditions.

9 Ability to produce reports outlining root cause analysis.

10 Communicating effectively verbally and in writing.

11 Establishing and maintaining effective working relationships.

Education

Bachelor's Degree in Science, Engineering, Safety, Criminal Justice or related Technical field.

Experience

5 years of experience in safety, criminal justice, or similar work.

Salary Range

 

$58,801.60 - $70,574.40

 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
