STV has an immediate need in our West Florida Market for a Transportation Design Services Leader.

You will join STV, an award‑winning national leader consistently ranked among the country’s top firms in the design and planning of infrastructure and transportation systems. You will step into a high‑growth Transportation & Infrastructure practice with significant opportunity across West and Central. As STV continues to expands its transportation design capabilities statewide, you will play a critical role in winning work, strengthening client relationships, and creating a culture of excellence in our Tampa office.

Position Summary:

  • Lead the growth and development of the Transportation Design practice throughout the West Florida market.
  • Build, manage, and mentor a multidisciplinary transportation design team focused on public road projects.
  • Serve as a senior client-facing leader responsible for business development, strategic pursuits, and project delivery excellence.
  • Develop and maintain strong relationships with FDOT, local governments, transportation authorities, and teaming partners.
  • Collaborate with marketing and operations leadership to identify opportunities, pursue new work, and expand the firm's transportation design presence throughout the region.

What you’ll be responsible for:

Transportation Design Leadership

  • Establish and grow a roadway and transportation design practice within the West Florida market.
  • Recruit, develop, and retain high-performing transportation design professionals.
  • Provide technical leadership and quality oversight for highway, bridge, complete streets, multimodal, and other transportation infrastructure projects.
  • Foster a culture of collaboration, innovation, technical excellence, and client service.
  • Coordinate with planning, traffic, structures, environmental, and construction engineering teams to deliver integrated solutions.

Business Development and Client Management

  • Develop and maintain strategic relationships with FDOT District 7, Florida's Turnpike Enterprise, local governments, MPOs/TPOs, transportation authorities, and municipal clients.
  • Serve as a trusted advisor to key transportation decision-makers and stakeholders.
  • Identify emerging transportation programs, capital improvement initiatives, and upcoming procurement opportunities.
  • Represent the firm at industry conferences, professional organizations, client meetings, and networking events.
  • Develop and execute annual client development and market growth strategies.

Pursuit and Marketing Leadership

  • Partner with marketing and pursuit teams to develop capture plans for key opportunities.
  • Lead go/no-go discussions, pursuit strategies, teaming arrangements, and proposal development efforts.
  • Participate in shortlist interviews and project presentations.
  • Develop and strengthen relationships with strategic teaming partners, subconsultants, and contractors.
  • Assist in establishing annual sales goals, pipeline tracking, and pursuit forecasting.

Project Delivery and Operations

  • Serve as Project Manager, Project Director, or Technical Lead on major transportation design projects.
  • Ensure projects are delivered on schedule, within budget, and in accordance with quality standards.
  • Monitor project performance, resource utilization, and financial metrics.
  • Support contract negotiations, scope development, and fee proposals.
  • Promote effective project management practices and continuous improvement initiatives.

Qualifications:

Requirements

  • Bachelor's degree in Civil Engineering.
  • Florida Professional Engineer (PE) license required.
  • 12+ years of progressively responsible experience in transportation and roadway or bridge design.
  • Demonstrated experience delivering FDOT design projects.
  • Proven ability to develop client relationships and win transportation engineering work.
  • Experience managing multidisciplinary transportation projects and teams.
  • Strong understanding of FDOT design standards, policies, and project development processes.
  • Excellent leadership, communication, presentation, and relationship-building skills.

Preferred Experience

  • Existing relationships with FDOT District 7, local agencies, and transportation partners within West Florida.
  • Experience building or leading a transportation design group.
  • Demonstrated success leading major pursuits and winning transportation contracts.
  • Active participation in industry organizations such as ACEC, ASHE, WTS, ITE, or FES.
  • Design experience using MicroStation, Geopak, experience in Open Roads (ORD) is a plus

Compensation Range:

$184,970.12 - $205,522.35
